You asked this question a while ago, but it looks like I’m the first contestant. As a fan and practitioner of long exposures, I’m guessing this is an aerial view of a city at night; those million little light squiggles come from the jarring of the plane while the shutter was open (which city? no idea, but I’d favor a location on a coast, along a river, or somewhere bordered by mountains since there’s a fairly abrupt border between light and dark).
